Support at Home: Our Commitment to Your Well-being

As we approach the launch of the new Support at Home (SaH) Program on 1st November, remember that for BallyCara's current Home Care Package (HCP) clients, it is business as usual. Existing care and services will continue without interruption, and we are working to ensure a seamless transition to the new program.
Support at Home has been designed to simplify in-home care, offering more choice and flexibility to help older persons live independently at home for longer.

It replaces the current Home Care Packages (HCP) program and Short Term Restorative Care (STRC) programme, with the Commonwealth Home Support Program (CHSP) becoming a part no earlier than 1st July 2027.

There will be 8 ongoing service classifications under Support at Home with the services that you will be able to access grouped into three categories:

  • Clinical support including nursing and allied health
  • Independence including personal care and transport
  • Everyday living including cleaning, gardening and meals

There will also be 3 short term service pathways:

  • Restorative Care Pathway (RCP) which is replacing STRC
  • Assistive Technology & Home Modifications (AT-HM) Scheme
  • End-of-Life Pathway

Upcoming Changes to Commonwealth Home Support Program

Whilst the Commonwealth Home Support Program (CHSP) will not be a part of Support at Home (SaH) before 1st July 2027, there are some changes for people accessing entry-level support.

  • Under the new Act, everyone receiving government-funded aged care must be registered with My Aged Care and have an aged care needs assessment by 1st November.
    If you receive services through CHSP and BallyCara is your provider please reach out to your BallyCara Contact to discuss how to get an assessment to remain eligible and ensure your services can continue without interruption.
  • There will also be eligibility changes affecting younger people currently accessing CHSP. To access aged care from 1st November people must be aged 65 years or older (50 years or older if you are Aboriginal or Torres Strait Islander, homeless or at risk of homelessness).
    Existing CHSP clients aged 45-49 will continue to receive services only if they are assessed or have an assessment referral in place before 1st November. This will affect some Aboriginal and Torres Strait Islander people receiving CHSP.

Entry Level Support Through Commonwealth Assistance

BallyCara Home Care is subsidised by the Commonwealth Government to provide entry level support services through the Commonwealth Home Support Program (CHSP). The Program is provided to people who require assistance to keep living independently in their own home and community.

BallyCara Home Care delivers services under a Wellness approach. This means that you can expect us to work with your strengths and abilities rather than your limitations. We will identify what your individual goals are through our SONA® philosophy (Gaelic for Happiness) as everyone’s well-being matters to us. We will collaborate with you to create a plan and we will show integrity and be authentic in our interactions to build the relationships.

To be eligible for CHSP services you require an assessment by the Regional Assessment Service (RAS) which can be arranged by contacting My Aged Care on 1800 200 422.

Home Care Services

BallyCara Home Care Packages allow you to customise how you spend your assigned Government subsidy on support services and equipment that promote your independence and community living. We help you through the journey by listening and exploring with you, your background, needs and preferences to design the optimal utilisation of available funds. Our Sona® philosophy also challenges you to consider your preferred future and how BallyCara can assist you to prosper with real happiness.

There are four levels of home care packages. These four levels are designed as follows:

Level 1: Supports people with basic care needs
Level 2: Supports people with low-level care needs
Level 3: Supports people with intermediate care needs
Level 4: Supports people with high-level care needs

Depending on your approved level of Home Care package; services, consumables and minor equipment purchases will be organised in alignment with your individual needs and goals.

Services and equipment that may be of assistance to help you remain independent and in your own home include but are not limited to:

  • Personal Care support
  • Assistance to maintain your home in a clean and safe manner
  • Nursing support by Registered Nurses
  • Wellness services to promote physical activity, mental stimulation and emotional wellbeing
  • Allied health services by accredited practitioners including Physiotherapy, Occupational Therapy, Exercise Physiology, Podiatry
  • Social interaction at home and in the community
  • Accompanied transport to appointments and shopping
  • Continence Aids
  • Grab rails, walking aids, bathroom aids and wheelchairs

Private Services

BallyCara Home Care also offers privately funded platforms of care and support personalised to suit your individual circumstances and requirements. Our BallyCara Private Services allow you the choice, control and flexibility to maintain your independence and preferred lifestyle. Unlike our BallyCara Home Care Packages and Commonwealth Home Support Program, Private Services require no Government eligibility to receive this option of services in your home. Our BallyCara Private Services are personalised to your individual needs and requirements and can provide services for as long or as little as needed.

Our BallyCara Private Services can include but are not limited to:

  • Shopping
  • Housekeeping
  • Meal Preparation
  • Social Support
  • Allied Health Services

Private Services could also be an option for you if you are on the waiting list to receive a Home Care Package and aren’t eligible to receive Commonwealth Home Support Program assistance. Our BallyCara staff are here to answer any questions you may have and to assist with setting up a personalised private service package that doesn’t require you to have an Aged Care Assessment.

Invigorate by BallyCara

BallyCara's social support group is a centre-based respite for our Clients to connect with each other and staff.

Each month's program is focused on actively encouraging positive ageing and emotional and physical well-being amongst Clients.

The group's sessions vary from day to day and can include activities such as arts and crafts, indoor sport games, movies, sing-along's, themed events such as Melbourne Cup Day luncheon, and outings to museums, galleries, and City Hall.

How do I apply for BallyCara's Invigorate Group?

There are multiple ways to access BallyCara's Invigorate Group including Government subsidised funding through the Commonwealth Home Support Program (CHSP) and Home Care Packages (HCP).

You can reach out to My Aged Care (MAC) on 1800 200 422 for help in obtaining a Centre-Based Respite or Social Support Group code under CHSP funding.

If you are an HCP Client you can access Invigorate by speaking with your BallyCara Contact, or phone us on 1300 272 222 for more information.

When is BallyCara's Invigorate Group operational?

The Scarborough Invigorate Group is operational Monday to Friday, 9am-2pm, with varying pick up times.

The Wooloowin Invigorate Group operates on a Tuesday between 9am-2pm with varying pick up times.

On 1 July 2019, the Aged Care Quality and Safety Commission began assessing and monitoring quality of care and services against the Aged Care Quality Standards.

The Aged Care Quality Standards ensure that organisations offering care at home meet certain standards in how they operate and care for people.
The below will be replaced with the strengthened standards on 1st November 2025.

Our Home Care Staff

BallyCara Home Care staff are recruited for their commitment to providing a high level of service to individuals and for their special understanding of meeting the needs of our clients. BallyCara’s reliable and responsive staff hold relevant qualifications and must be cleared by a National Criminal History Record every 3 years.

Our staff engage in continuous education on best practice procedures and individual work practices are monitored to ensure a high level of independent living services. All staff employed by BallyCara Home Care adhere to our Code of Conduct which specifies the highest standards of conduct and ethical behaviour in their performance of duties with and for clients of the service.

To ensure your services and continuity of care is consistent, BallyCara strives to make sure you consistently see familiar support staff. Your support staff will be informed of your individual needs, preferences and goals and will always support you in a respectful and sensitive manner. BallyCara’s restorative approach includes a wellness focus and aims to inspire healthy and happy living in your community and home.

Frequently Asked Questions

What is the difference between a CHSP and Home Care Package?

The Commonwealth Home Support Program is designed for people who require a low level of assistance and support to maintain their independence and stay living in their own home. If people are finding their care needs and support requirements are increasing they can then be referred for a Home Care Package by contacting My Aged Care or speaking with their BallyCara contact.

The CHSP provides subsidised support in a range of defined service types and BallyCara Home Care is funded to provide the following in defined geographical locations, so please contact us to discuss further:

  • Social support – community access, health and wellbeing programs
  • Respite care to give carers a break
  • Social support groups – organised activities, support and lunch in small group settings
  • Personal care – hygiene assistance
  • Allied Health – e.g. Exercise Physiology
  • Domestic assistance – general house cleaning to maintain your home
